Something must be done, but nothing seems to be working and the collapse of society in many places makes things even more dire, the communities must be rebuilt and the lives and then help can be forthcoming, still it will be a Herculean Effort either way. Perhaps you might study up on these issues and see if you have a solution that is viable?
